TOPIC: Economic Outlook from Different Perspectives

Quinten L. Harris MPA, JD, Director, S.W. Ohio Regional Economic Development Office, Ohio Department of Development – Quinten’s presentation will take a brief look at Ohio’s Economy; provide a general overview of the Ohio Department of Development and discuss the various tools the department has at its disposal to assist companies and communities expand their tax base and economic vitality of their respective municipalities; and finally provide some insight on the future direction of the Ohio Department of Development and its alignment with Governor Strickland’s Turnaround Ohio Plan.

President and Founder of Government Strategies Group, LLC., and former Vice Chairman of the Hamilton County Republican Party – Chip’s presentation will involve information regarding government affairs on the local, state and federal levels. Government Strategies represents private and public sector clients with decision makers at all levels of government, capitalizing on our experience and relationships.  Access and influence are fungible and can be denied or diminished. Truly understanding the needs of our clients and years of experience allow us to best position their interests in a way that will not only benefit them, but also the governmental entity with whom we are involved.  Topics covered will include economic development, transportation, housing, real estate, zoning, land use, environmental, permitting, taxation and electric deregulation, Strategic Representation and Lobbying, Economic Development Incentive Negotiation, Financing, Procurement, Issue Management, Strategic Alliances, and Civic Responsibility.

Quinten L. Harris MPA, JD

Regional Economic Development Director, Southwest Ohio

Ohio Department of Development

Quinten L. Harris serves as the Regional Economic Development Director (Region 5 - Southwest Ohio) for the Ohio Department of Development (ODOD).  He is responsible for coordinating economic development activities and establishing an agenda for continued growth for Clermont, Butler, Hamilton and Warren Counties.  As a liaison between state government, local business leaders, elected officials and economic development organizations, Quinten also monitor the effectiveness of the Ohio Department of Development’s programs to address economic development issues throughout the region.

 

Prior to joining ODOD, Quinten served as a Business Development Manager for the Indiana Economic Development Corporation (IEDC) in Indianapolis, Indiana.  As the States lead economic development organization, he was responsible for promoting the state of Indiana to local companies and those looking to establish a presence in the state by providing technical assistance, negotiating incentive packages and providing other area expertise as needed.  Quinten, a native of Cincinnati, Ohio earned his Bachelor of Arts in English from the University of Dayton (Ohio).  Quinten also obtained his Master of Public Affairs and Doctorate of Jurisprudence from Indiana University-Bloomington.  Additionally, he studied foreign policy and the development of the European Union’s legal system at the Ecole Nationale d’Administration in Paris, France.  Harris is a graduate of Ball State University’s (Indiana) Economic Development Institute and is currently pursuing his Certified Economic Developers Certification (CEcD).  Quinten is a member of the Ohio Economic Development Association (OEDA), the International Economic Development Council (IEDC), Phi Delta Phi International Legal Fraternity and sit on a number of Boards and Committee’s in the Greater Cincinnati Area.

 

Nicholas P. Sargen

Senior Vice President and Chief Investment Officer of the Western & Southern Financial Group, and Chief Investment Officer at <SPAN style="FONT-SIZE: 11.5pt; mso-bidi-font-size: 12.0pt">Fort Washington Investment Advisors, Inc.</SPAN>

Nick Sargen is the Senior Vice President and Chief Investment Officer of the Western & Southern Financial Group based in Cincinnati, Ohio.  He is also the Chief Investment Officer at <SPAN style="FONT-SIZE: 11.5pt; mso-bidi-font-size: 12.0pt">Fort Washington Investment Advisors, Inc., a wholly owned subsidiary of the Western & Southern Financial Group.<SPAN style="mso-spacerun: yes"> </SPAN >In this role, Mr. Sargen is responsible for overseeing the investment activity for all assets under management for Fort Washington and its divisions and subsidiary, which totaled $31.5 billion, as of March 31, 2007.<SPAN style="mso-spacerun: yes"> 

 

Prior to joining Fort Washington in June, 2003, <SPAN style="FONT-SIZE: 11.5pt; mso-bidi-font-size: 12.0pt">Mr. Sargen’s experience encompassed many years as an international economist and global money manager.<SPAN style="mso-spacerun: yes"> </SPAN>He previously served as Managing Director for JP Morgan Chase in New York, where he was Chief Investment Strategist for JP Morgan Private Bank.<SPAN style="mso-spacerun: yes"> </SPAN>He has also served as Managing Director for Prudential Insurance Company, where he was Chief Investment Officer for Global Fixed Income Advisors. Previously, he was Director, Bond Market Research, for Salomon Brothers.<SPAN style="mso-spacerun: yes"> </SPAN>His experience includes positions with Morgan Guaranty Trust, the Federal Reserve Bank of San Francisco, and the U.S. Department of Treasury.<SPAN style="mso-spacerun: yes"> </SPAN></SPAN>

<SPAN style="FONT-SIZE: 11.5pt; mso-bidi-font-size: 12.0pt">Mr. Sargen was born and raised in the San Francisco Bay area, where he earned a Ph.D. and a M.A. in economics from Stanford University; he received an undergraduate degree in economics at the University of California - Berkeley. Mr. Sargen frequently contributes research articles on global investing to various publications and appears regularly on television business programs. He had been a regular panelist with Louis Rukeyser from 2001 through 2004.<SPAN style="FONT-SIZE: 11.5pt; mso-bidi-font-size: 12.0pt"> </SPAN>

 

Charles H. Gerhardt, III

Charles H. "Chip" Gerhardt, III, has an extensive background in the fields of economic development, government affairs and issues advocacy. He has worked in these areas both in the private and public sectors, and on local and statewide levels. Prior to forming GSG, Chip was Vice President of KMK Consulting Company, a wholly owned subsidiary of Keating, Muething and Klekamp, a major Cincinnati law firm. While at KMKC, he led the firm’s government affairs practice.

 

Chip also spent three and a half years at Cinergy (now Duke Energy), a large Midwestern public utility, in the areas of economic development, public strategies and community affairs. He was part of the team which successfully lobbied to bring competition to the electric industry in Ohio. He also worked with the company's non-regulated affiliates on a number of significant projects.

 

Chip served in the administration of Ohio Governor George Voinovich as Deputy Director of the Governor's Regional Economic Development Offices. In this capacity, he facilitated private sector expansion, retention and relocation within Ohio by coordinating tax, training, technical, legal and financial incentives offered by the state. He was also instrumental in the creation of economic development incentives, known as Ohio's "Jobs Bills," which lower the cost of doing business in the State of Ohio.

 

Chip has been active in politics for many years on the local, state and federal levels. He is a veteran of numerous campaigns. He was instrumental in the success of Issue 4, which brought the strong mayor form of government back to Cincinnati, and was Governor Voinovich's liaison to the 1996 stadium campaign. Most recently, he was Southwest Ohio Regional Counsel for the Ohio Republican Party during the Bush/Cheney campaign.

Chip received his B.B.A. in Marketing from the University of Notre Dame and his Juris Doctor from the St. Louis University School of Law. Chip currently serves on Ohio's Transportation Review Advisory Council, a board responsible for allocating funds to major new transportation projects in the state. He also serves on the Hamilton County Board of Elections, the Cincinnati Museum Center Board of Trustees, the Cincinnati Zoo and Botanical Garden Board of Trustees, the National Down Syndrome Society as well as numerous other boards and commissions. He resides in Cincinnati, Ohio with his wife, Jane, and their three children.
